Jesus makes a distinction most readers pass over: my peace I give unto you: not as the world giveth. Whatever he is offering, he is explicit that it is a different commodity from what the world means by the word.
Paul's phrase in Philippians is odder than it sounds. The peace of God passeth all understanding — meaning it does not make sense, cannot be accounted for by your circumstances, and arrives anyway. He describes it as a garrison around the heart and mind, which is military language.
Romans 12:18 is the realist among these. If it be possible, as much as lieth in you, live peaceably with all men. Two conditions in one sentence. Scripture does not assume peace with everyone is achievable, only that your share of it is your responsibility.
